California Increases Franchise Filing Fees

Effective July 1, 2025, California has significantly increased its franchise filing fees following the enactment of Assembly Bill 137, signed into law by Governor Gavin Newsom on June 30, 2025. These changes impact nearly all filings made by franchisors under the California Franchise Investment Law.

Key fee increases include:

  • Initial Registration (Section 31111): Increased from $675 to $1,865
  • Renewal (Section 31121): Increased from $450 to $1,245
  • Initial Notices of Exemption (Sections 31101, 31104, 31106, 31108, 31109): Increased from $450 to $1,245
  • Consecutive Subsequent Notices: Increased from $150 to $415
  • Notice of Violation (Sections 31303 or 31304): Increased from $675 to $1,865

These changes represent a substantial increase in the cost of doing business for franchisors operating in California. We recommend reviewing your upcoming filing schedules and budgeting accordingly.
